Charles F. Kiefer (1911-1979) was an economist with the U.S. Department of Agriculture from 1934-1966. From 1966-1970 he was executive director of the Civil Aeronautics Board. Kiefer also worked as a management consultant for the Ford Foundation to the government of India from 1964-1965, the government of Thailand from 1973-1974 and for the World Bank to the government of Kenya from 1972-1973. On November 3, 1958 the six airlines filed an agreement with the Civil Aeronautics Board which provided for certain mutual assistance in the event of a strike against one of them. The carriers still operating would make monthly payments of the increased revenues (less added direct expense) to the carrier which was shut down.
